The Local Government of Echague in Isabela, in collaboration with the 探花精选 Graduate School 鈥 Center for Conservation of Cultural Property and Environment in the Tropics (UST GS CCCPET) conducted a cultural mapping orientation on May 5, 2023 at the Skybox Multipurpose Hall in Echague.

The orientation program was attended by the town鈥檚 mayor Hon. Francis Faustino A. Dy, town councilors, and members and officers of Liga ng mga Barangay ng Echague. Dr. Ricmar P. Aquino, University President of Isabela State University, participated together with some faculty members and administrators of Isabela Studies Center. The Department of Education Echague District was also well represented by district supervisors and principals during the orientation program. The public school teachers were the proposed enumerators of the cultural heritage mapping of the town covering 64 barangays.

During the program, CCCPET Director Assoc. Prof. Eric B. Zerrudo, Ph.D., delivered a presentation titled 鈥淗eritage, makakain ba 鈥榶an? Heritaging in Developing Economies.鈥 He discussed the concept of heritage and how it can be utilized for sustainable development by presenting different case studies of cultural mapping and its impact to community development.

After his presentation, CCCPET support staff Ms. Beverly Bautista elaborated on the mechanics and requirements of Heritage Online Mapping Experience (HOME), an online platform developed and customized for local government units and the education sector to facilitate cultural mapping activities.

The University, through the CCCPET, will soon ink a Memorandum of Understanding and Memorandum of Agreement with the Local Government of Echague to operationalize the Seminar-Workshop on Cultural Heritage Mapping.

The Bishop of Catarman Most Rev. Emmanuel Trance, D.D., signed a Memorandum of Understanding for a series of church heritage conservation projects with the 探花精选 on April 29, 2023, Feast of St. Catherine of Sienna. These activities will be done in anticipation of the Golden Anniversary celebration of the Diocese of Catarman in 2025.

The partnership commences with church cultural heritage mapping that will cover 31 parishes that spread to far flung islands and remote highlands. Due to the extensive coverage of the mapping project, the Provincial Government of Samar along with the local government units (LGUs) and the University of Eastern Philippines (UEP) have been invited to complement the limited manpower and research resources of the church. The project is managed by the ground staff of Fr. Eduard Dorico and Ms. Karen Gajutos of the Diocesan Commission and GS CCCPET Technical Coordinator Ms. Beverly Bautista.

The GS CCCPET, represented by its Director Assoc. Prof. Eric B. Zerrudo PhD, began initial talks with the Diocese in 2021 through the endorsement of Rev. Fr. Roberto Luanzon, O.P., to the Chair of the Diocesan Commission on the Cultural Heritage of the Church of Catarman Fr. Roberto Cisneros.

The Local Government of Pantabangan, Nueva Ecija partnered with the 探花精选 Graduate School 鈥 Center for Conservation of Cultural Property and Environment in the Tropics (UST GS CCCPET) in a town-wide Cultural Heritage Mapping Project aimed at documenting the natural and cultural heritage resources of the 14 municipal barangays.

On May 5, 2023,  CCCPET Director Assoc. Prof. Eric B. Zerrudo, Ph.D., led the turn-over and graduation ceremony of the Heritage Online Mapping Experience (HOME) of Pantabangan at the Umali Hall in the Pantabangan Municipal Grounds. Mayor Roberto Agdippa, assisted by Tourism Officer Emisonia Gante, received the hard copies and soft copies of the cultural heritage mapping resource.

The ceremony was also attended by the teachers-cultural heritage mappers of the Department of Pantabangan District led by Dr. Eleonor A. Manibog, who also accepted the copy of the cultural heritage mapping outputs for DepEd.

Mayor Roberto Agdippa of Pantabangan, an advocate of culture-based governance, initiated the cultural heritage mapping project two years ago. The data gathered is intended to serve as the baseline reference for meaningful programs and projects on environment, tourism, and education. 

At the activity commencement in October 2021, Zerrudo trained 50 cultural mappers composed of public-school teachers to document the natural, built, movable and intangible heritage of their assigned barangay. Despite the difficulties and delays brought by the COVID-19 pandemic during its implementation, the project saw completion.

The 探花精选 Graduate School Center for Conservation of Cultural Property and Environment in the Tropics (USTGS-CCCPET), in collaboration with the National Commission for Culture and the Arts Philippine Cultural Education Program (NCCA-PCEP), Provincial Government of Samar and City Government of Calbayog, held the National Training on Culture-based Governance in Calbayog City Convention Center, Samar on November 16-18, 2022.

During the training, two major cultural frameworks were introduced by Dr. Eric B. Zerrudo, CCCPET Director and training facilitator. The first lecture focused on the design and dignification of creative industries, well aligned with this year鈥檚 theme 鈥淐reative Governance is Good Governance鈥. The second lecture delved into cultural development planning, a forward-looking activity that defines culture and its context to impact on sustainable development.

The training also featured select case studies of different Local Government Units鈥 (LGUs) best practices on culture-based governance. These were demonstrated in Iloilo City Creative Governance presented by Ms. Junel Ann Divinagracia, Iloilo City Tourism Officer and Association of Tourism Officers of the Philippine incoming President; in Bi帽an City鈥檚 Cultural Program delivered by Dr. Bryan Jason Borja, Bi帽an City Tourism and Cultural Affairs Officer; and in Echague鈥檚 Municipality Cultural Development Program  by Mr. Louie Simbe, Municipal Tourism Officer.

The experiences of the World Heritage City of Vigan, forerunner of culture-based governance in the country, was also shared by its former Mayor Eva Marie S. Medina. The highlight of the training was the Spark Culture presentation of Samar Province鈥檚 Governor Sharee Ann Tan. She sincerely narrated how her administration endeavored to change the negative image of Samar Province to address the problems on insurgency, disaster, and poverty. As a highpoint, she impressed the importance of conducting cultural mapping program, to move forward and to know how to deal these problems in a culturally sensitive governance landscape. Both the cultural mapping programs of the Heritage City of Vigan and the Province of Samar were conducted by USTGS-CCCPET.

The face-to-face training gathered around 200 participants from the academe, local officials, tourism and cultural officers, artists club and organizations from different parts of the country.

The 探花精选 Graduate School Center for Conservation of Cultural Property and Environment in the Tropics (USTGS-CCCPET) in collaboration with Local Government of Montalban, Rizal conducted a two-day writeshop on cultural development planning as part of Capacity Building and Formulation of Local Cultural Guidelines for Cultural Community on November 7 & 14, 2022 in Montalban, Rizal. The project was funded by the National Commission for Culture and the Arts (NCCA).

The writeshop was facilitated by Dr. Eric B. Zerrudo, the USTGS-CCCPET Director and senior faculty member of the UST Graduate Master of Arts in Cultural Heritage Studies program. It was attended by police officers, public school teachers, municipal elected officials from barangay, municipal level, and provincial level, academe, historical society, department and unit heads of the LGU, cultural mappers, tourism sectors and the members of Dumagat Remontado, the indigenous peoples community in Montalban, together with the Indigenous Peoples Mandatory Representatives (IPMR) from province, municipal and barangay level.

The aim of the writeshop was to identify the key challenges, priority areas for activity, and objectives for cultural guidelines and cultural development. It also aimed to formulate strategies to guide future cultural policy and to involve civil society in particular artist, cultural workers and other members of the culture and arts sector in the preparation of these strategies and development plans.

The activity was graced with the presence of Mayor Ronnie S. Evangelista (Ret. Gen.) together with the Councilor Judith G. Cruz, Chairperson for Tourism and Cultural Affairs and Dr. Corazon Lacerna, the Provincial Tourism Officer.

Cultural development planning writeshop is the forward-looking activity that defines culture in a particular context to impact on development and is the latest service offered by USTGS-CCCPET for local government units.

The 探花精选 Graduate School 鈥 Center for Conservation of Cultural Property and Environment in the Tropics (GS-CCCPET) and the College of Tourism and Hospitality Management (CTHM) presented a 10-year Samar Island Natural Park (SINP) Sustainable Tourism and Strategic Development Plan (STSDP) at Balay Samarnon, Catbalogan City, Province of Samar last August 12, 2022. The project is part of the SINP World Heritage Nomination Bid under the United Nations Educational, Scientific and Cultural Organization (UNESCO).


The presentation and turnover ceremony was attended by different institutions and stakeholders of the project, specifically Hon. Sharee Ann T. Tan, Governor of the Province of Samar, Dir. Karina Rosa Santiago-Tiopes, CESO III of the Department of Tourism Region VIII, Mr. Marvin R. Piczon, Provincial Tourism Officer and the Provincial Tourism Office Team, and different municipal tourism officers of the province. Rev. Fr. Roland D. Mactal, O.P., SThD, the CTHM Regent, headed the UST delegation during the presentation and turnover event.


The project is spearheaded by the House of Representatives, the Provincial Governments of Samar, Northern Samar, and Eastern Samar, the Department of Tourism Region VIII, and the Department of Environment and Natural Resources 鈥 Protected Areas Management Bureau Region VIII. The cooperating agencies partnered with the 探花精选 Graduate School 鈥 Center for Conservation of Cultural Property and Environment in the Tropics and the College of Tourism and Hospitality Management.


The study’s main objective is to conceptualize sustainable tourism and a strategic development plan for SINP using the stakeholders’ participation and perspective and statement of natural heritage significance approaches. It is associated with the preliminary requirements for applications to the UNESCO World Natural Heritage Site. In line with the primary objective, the following are the specific objectives: (1) To determine the current situation of SINP in terms of its environmental, social, economic and infrastructure; and tourism industry settings; (2) To evaluate the context of SINP conservation and tourism development and its associated strengths, weaknesses, opportunities, and threats; (3) To analyze the views and perspectives of the stakeholders on different issues, constraints, and opportunities on the conservation and tourism development of SINP; and (4) To examine the current impacts of tourism development in SINP, specifically on its economic, socio-cultural, and environmental aspects.


As part of the nomination dossier for UNESCO World Natural Heritage, this study provides an in-depth understanding and appreciation of the significance of SINP and contribution to Philippine natural biodiversity and conservation using sustainable tourism. From this study, a long-term SINP sustainable tourism and strategic development plan, specifically for the years 2022 to 2031, is conceptualized, which will serve as a primary guideline on sustainable tourism and conservation policy, program, and project formulation. The plan is also helpful in determining how primary and secondary stakeholders could sustainably contribute to the conceptualization and implementation of policies, programs, and projects.
The project team is headed by the Director of the Graduate School 鈥 CCCPET, Assoc. Prof. Dr. Eric B. Zerrudo. The other team members were Ms. Beverly M. Bautista, MA (Cand.) (Project Coordinator, GS-CCCPET), Assoc. Prof. Atty. Dr. Gezzez Giezi G. Granado (Dean, CTHM and Writer/Researcher), Mr. Jame Monren T. The Provincial Government of Samar launched the Kurikulum Para sa Edukasyong Kultural para sa Lalawigan ng Samar during the opening ceremony of Panurundun: Samar Day 2022 on August 11, 2022. The event was attended by the different Provincial and Local Government Officials, representatives from the Armed Forces of the Philippines and Police Force, and teachers under the Department of Education Samar, Catbalogan City, and Calbayog City Division.


The Kurikulum para sa Edukasyong Kultural ng Lalawigan ng Samar is part of a bigger project titled, Cultural Heritage Values Interpretation Towards Education and Utilization for Community Development: A Cultural Mapping Continuing Project which is spearheaded by the 探花精选 Graduate School 鈥 Center for Conservation of Cultural Property and Environment in the Tropics (GS-CCCPET) headed by Assoc. Prof. Eric B. Zerrudo, Ph.D.. The Curriculum Development Team is composed of four academic staff from the UST Institute of Religion namely, Prof. Joan Christi Trocio-Bagaipo, Ph.D., Assoc Prof. Ma. Sanita A. Quilatan, Ph.D., Asst. Prof. Marites Rano-Redo帽a, Ph.D., and Assoc. Prof. Chito M. Sawit, Ph.D. Joining the UST team for this project are Ms. Ricamela Saturay Palis, an academic staff of the National Commission for Culture and the Arts – Philippine Cultural Education Program, Ms. Ma. Cynthia Tajanlangit-Matas, an Alternative Learning System (ALS) expert from Negros Oriental State University, and a Samarnon Cultural Educator, Roland Peter J. Nicart, from the Eastern Samar State University.

The project, which is the conversion of cultural heritage resources into a curriculum, is sourced from the data gathered from cultural mapping throughout the province of Samar. The narratives gathered were classified into themes and were matched based on the hierarchy of cultural competencies for K-12 and Adult Learning Students. This pioneering project addressed the need for Philippines cultural education.

This project is supported by the provincial Government of Samar headed by Gov. Sharee Ann Tan together with Congressman Michael Tan, the Department of Education Region VIII, and the Department of Tourism region VIII.

In time for the Museums And Galleries Month 2022, the Diocese of Tagbilaran and the Parish of the Immaculate Conception in Baclayon, in collaboration with the 探花精选 Graduate SchoolCenter for Conservation of Cultural Property and Environment in the Tropics, officially reopened on October 14, 2022, the eve of the ninth anniversary of the 7.2-magnitude Bohol earthquake.

The opening ceremony was led by Most Reverend Alberto S. Uy, D.D. the Bishop of Tagbilaran diocese, with welcome message from Msgr. Harold Anthony S. Parilla, Immaculate Conception Parish priest and Vicar General of the diocese. A special message was delivered by Atty. Edgardo M. Chatto, 1st Bohol Congressional District Representative, and a video message from Dr. Rene R. Escalante, Chair of National Commission for Culture and the Arts (NCCA) and National Historical Commission of the Philippines (NHCP) was also shown. Bp. Uy conduct a short rite of the opening of the museum doors followed by a museum tour by Dr. Eric B. Zerrudo, CCCPET Director. The museum was conceptualized by composite team organized by USTGS-CCCPET.

The Museo Parroquial de Baclayon: Tagbilaran Diocesan Museum of Liturgical Arts is located at a section of the old convent of one of the oldest churches in the country, the La Purisima Concepcion de la Virgen Maria Parish Church. Built in 1727, the Baclayon Church has been a repository of priceless liturgical and cultural artifacts which reflect the rich Boholano history and heritage. With the retooling of the museum, outstanding pieces from the parish collection are presented against the backdrop of the liturgical seasons, showing visitors the context in which these objects were used or being used in the different liturgical celebrations and observances. Fr. Milan Ted Torralba, Chair of the Diocesan Commission for Church Cultural Heritage and alumnus of the Cultural Heritage Studies Program, initiated this serial development of church museums, part of the faith-based tourism program of the Diocese.

The 探花精选 Graduate School Center for Conservation of Cultural Property and the Environment in the Tropics (USTGS CCCPET) conducted the cultural heritage mapping training to the second batch of Department of Education teachers all over the country.

The nationwide cultural mapping program was a collaboration of the UST GS CCCPET, Department of Education – Bureau of Learning Delivery – Teaching and Learning Division (DepEd-BLD-TLD), and the Cultural Center of the Philippines (CCP).听听听听

The inaugural cycle was initially undertaken in October 2021. The second cycle of training covered a three week duration online through Zoom from July 18 to August 3, 2022.

With a total of 350 participants, the second batch of teachers came from two (2) Divisions of Region I, Region II, Cordillera Autonomous Region (CAR), Region III, National Capital Region, Calabarzon, Mimaropa, Region V, Region VI, Region VII, Region VIII, Region IX, Region X, Region XI, Caraga and Region XII.

Assoc. Prof. Eric Babar Zerrudo Ph.D., Director of UST GS CCCPET lectured throughout the training with a special presentation of Prof. Joan Trocio-Bagaipo, Ph.D. of the UST Institute of Religion. The intent of the training was to equip the teachers with the fundamentals of cultural mapping to evolve a contextualized development of K-12 curriculum. The training program was technically facilitated by Ms. Beverly Bautista (UST CCCPET), Mr. Jayson Tadeo (Program Officer of DepEd – BLD-TLD), and Mr. Ronnie Baldos (Program Officer of DepEd – BLD-TLD).

Assoc. Prof. Eric Zerrudo delivered one of the plenary lectures in the Integrated Bar of the Philippines (IBP) assembly on July 29, 2022.

The two (2) day IBP assembly titled 鈥淢ulat at Malay : A two-part Conference on Developing Cultural Sensitivity and Cultural Awareness鈥 was in celebration of the Cultural Consciousness month which is usually celebrated during the month of July. As a specialist on heritage conservation and sustainable development, he delivered his talk 鈥Heritage Makakain Ba Yan? Heritage in Developing Economies鈥.

Other speakers were Dr. Ferdinand Lopez of University of Toronto, Atty.
