The , the central unit that facilitates and harmonizes all of UST鈥檚 community extension and services efforts, is now on its fourth year of running the Learning Exchange Program, a learning caravan where the office gets to share its best practices in the Catholic Mission of Service and the Dominican mission of justice, peace, and care of creation.

Each year since 2016, UST SIMBAHAYAN, which literally stands for Simbahan (Church), Bahay (探花精选), and Bayan (Nation / Country), has brought the caravan to two partner universities in the country. Each university, in turn, also shares its best practices, providing the UST group a chance to learn, too. According to Simbahayan Director Mark Anthony D. Abenir, DSD, the act of sharing best practices by the partner universities 鈥渂ecomes an opportunity where UST SIMBAHAYAN learns from other HEIs in how they address local challenges in their surrounding communities and how they contribute to public service in their respective regions.鈥 Such an exchange helps in achieving the goal of 鈥渕utual exchange of best practices in community engagement, to foster a network of socially engaged and responsive universities.鈥

A total of eight universities have hosted the caravan.

2016: Silliman University and St. Paul University (Dumaguete)

2017: University of St. La Salle and University of Negros Occidental – Recoletos (Bacolod)

2018: St. Mary鈥檚 University (Nueva Vizcaya) and the University of the Cordilleras (Baguio City)

2019: Liceo de Cagayan University and Xavier University (Ateneo de Cagayan) (Cagayan de Oro)

The Learning Exchange Program is similar to the United States of America鈥檚 Campus Compact, a national coalition of colleges and universities committed to the public purposes of higher education; and the Talloires Network in Europe, an international association of institutions that aims to foster higher education civic engagement).

of the聽聽served as Editor of the December 2018 book entitled 鈥淎ging in the Global South: Challenges and Opportunities,鈥 published by Rowman & Littefield. Alejandria was joined by Subharati Ghosh and Nicol谩s Sacco in editing.

The book, which talked about the experiences of countries in the global south (usually referred to as third-world countries), tackled issues such as mortality, food insecurity, older adult migration, living arrangements and institutionalized care, income supports and security, and poverty, in countries such as Argentina, Brazil, Thailand, Nigeria, India, and the Philippines. The book argued that 鈥渁ging is steadily evolving as a public health and social crisis for which countries of the global south are ill-prepared.鈥 Alejandria said that countries鈥 problems are multi-faceted, as seen in lack of policies, or the presence of unimplemented / under-funded policies, as well as societal and cultural barriers.

To cite the case of the Philippines, Alejandria shared her extensive experience in working with families in the Baseco compound, where the elderly not only become carers for their grandchildren, but also income earners again. 鈥淔amilies can earn as little as 70 pesos (USD $1.37) a day in Baseco, which is an area that is plagued by health issues caused by lack of adequate sanitary infrastructure, like toilets and adequate plumbing.鈥 Alejandria said that these multi-faceted problems can and must be addressed through a multi-disciplinary approach and through a convergence of different societal sectors. 鈥淭he academe can help by researching and pointing out the problems, the experiences, and the realities, while the private sector will come in for funding and [bankrolling] the interventions. Of course, the government will come in when it comes to policies and even financial support.鈥

The book, which was four years in the making, was the product of a fellowship that Alejandria attended at Brown University, along with her co-editors and writers. Among the contributors is Director , who co-wrote the introduction. As a contribution to literature on social health, 鈥渢his is the first book to bring together varied perspectives on the situation of older adults, and the challenges and opportunities that lie in developing innovative, sustainable programs to support elderly care services.鈥

A day-long research conference was held on February 22, 2019 to mark the annual Bartolome de las Casas Research Conference 2019 held at the Central Laboratory Auditorium B. Spearheaded by the UST (UST SIMBAHAYAN) in collaboration with the UST (UST RCSSED), the theme for this year鈥檚 conference was 鈥淐ommunity Engagement and Service Learning: Towards Strong Institutionalization and Community Empowerment.鈥

The opening remarks, delivered by Vice-Rector for Research and Innovation , was followed by the Panel Session 1: Institutionalization of Community Engagement/Service-Learning which was moderated by Assoc. Prof. Marielyn C. Quintana. Research presenters were SIMBAHAYAN Director , SIMBAHAYAN Assistant Director , and 鈥 all of whom are part of the UST Community-Engaged Studies Research Interest Group (RIG), together with Asst. Prof. Philip Arnold Tua帽o of Ateneo de Manila University (ADMU).

For Panel Session 2: Community Engagement/Service-Learning and Student Formation, the presentors included: Asst. Prof. Leland Joseph dela Cruz from ADMU, Dr. Marian Emae Grace Alvarez from the UST , and Assoc. Prof. Jose Ricarte Origenes from the UST SIMBAHAYAN-National Service Training Program (NSTP).

The moderator for the afternoon session, Dr. Abernir, focused on Community Engagement/Service-Learning Intervention and Impact. Ms. Enha Erika Brondo, ADMU-NSTP Formator and Mr. George Omer Quitoriano, faculty member of ADMU showcased their studies together with Engr. Alexie Ballon from the Institute of Information and Computing Sciences; Mitzico Bibal, graduating student of ; Jelynna Alano, and Jowillyn Capacite, students from . The last session which awakened the interest of students on Community Engagement/Service Learning and Disaster Resilience was facilitated by Asst. Prof. Alipao.

Assoc. Prof. Quintana from , Mr. Adrian Romero of UST NSTP, Ms. Imelda Oponda of Kasiglahan Village, Asst. Prof. Alain Jomari Santos of UST , Marie Jane Turla, and Britany Alaine Lopez from College of Nursing students were the last presenters.

Abenir concluded the conference by not just mentioning the importance of research that is for the people and by the people, but also by emphasizing that the Bartolome de las Casas Research Conference serves as an avenue for the conference participants to listen and understand the research studies and interventions of different colleges guided by the discipline of community development. He also invited everyone to submit their research papers for the upcoming Kamanlalakbay portion of its program, which is a presentation of studies regarding partner communities of the University.

Abenir鈥檚 paper linked service-learning (S-L) 鈥渢o its sociological theoretical foundations and its modalities/modes and levels of community engagement鈥nd produced a coherent framework to guide S-L educators and practitioners in identifying the type of S-L being implemented.鈥 Identifying the S-L type leads to possible implications for students, faculty members, and community partners involved.

Abenir鈥檚 paper put together structural functionalism, conflict & critical perspectives, and symbolic interactionism and found three kinds of S-L: Charity-Based S-L (Mitchell, 2008); Liberating S-L (Stoecker, 2016); and Community-Based S-L (Hammersley, 2013).

Abenir is the current Director of the UST聽聽and is a faculty member of the聽聽of the聽.

探花精选 and faculty member presented his paper on service-learning modalities and levels titled 鈥淪ocial Theories and Service Learning towards Building a Service-learning Modalities and Levels Framework鈥 during the 3rd International Conference on Service Learning held from January 10 to 12, 2019 at the Hong Kong Polytechnic University.

Abenir鈥檚 paper linked service-learning 鈥渢o its sociological theoretical foundations and its modalities/modes and levels of community engagement鈥nd produced a coherent framework to guide service-learning educators and practitioners in identifying the type of service-learning being implemented.鈥 Identifying the service-learning type
leads to possible implications for students, faculty members, and community partners involved.

In a separate interview, Abenir explained that service-learning according to the National Service Learning Clearinghouse, is 鈥渁 teaching and learning strategy that integrates meaningful community service with instruction and reflection to enrich the learning experience, teach civic responsibility, and strengthen communities.鈥

Citing how service-learning helps the University in its community development efforts, Abenir said that, 鈥淭hrough service-learning, the community development efforts of the University become an integral part of academic scholarship where instruction and research are used to advance public service and civic engagement, and at the same
time, form socially responsible students and faculty members.鈥
Abenir鈥檚 paper put together structural functionalism, conflict and critical perspectives, and symbolic interactionism and found three kinds of service-learning: Charity-Based service-learning by Mitchell, Liberating service-learning by Stoecker, and Community-Based service-learning by Hammersley.

In the same conference, College of Rehabilitation Sciences faculty members Asst. Prof. Karen Sagun-Ongtangco and Mr. Charles Bermejo discussed disability-inclusive education when they presented their research papers during the 3rd International Conference on Service Learning held from January 10 to12, 2019 at the Hong Kong Polytechnic
University.

Ongtangco presented 鈥淒isability-Inclusive Education through Action Research: Experience of University Partnership with Save the Children,鈥 elaborating how the partnership with Save the Children, a Non-Government Organization, was successful through the action research studies conducted from 2015 up to the present.

In their second presentation, Ongtangco co-presented with Bermejo, a paper on the partnership of CRS with UST鈥檚 mandatory Service Learning course, National Service Training Program. Titled 鈥淒isability Inclusive Disaster Risk Reduction and Management: Advocacy to Transformative Action in Service Learning,鈥 the paper tackled the research-based process of revising the Disaster Risk Reduction and Management module of NSTP.

In both presentations, experiential learning, academic study and reflections were highlighted in the process of providing service to the communities through participatory action researches. With diverse topics on service learning involving a wide array of disciplines, both faculty members from the Occupational Therapy Department took the opportunity to advocate for disability-inclusion in this international conference.

The conference was attended by 186 participants whose diverse backgrounds include academics and development practitioners. Eighty eight were from Hong Kong, 29 from Mainland China, and 24 were from other countries all over the world that included South East Asia, South Asia, Far East, Australia, Europe and North America.

On September 14, 2018 (Friday), the Rector of the 探花精选, the , met with representatives of the Lumad tribe currently housed in the University鈥檚 Central Seminary Gymnasium as part of the weeklong Bakwit School initiative of the Save Our Schools Network.

Meeting the Rector were Manilyn Gantangan (Grade 10 – 18 y/o), Catheron Dalon (Grade 10 – 15 y/o), Raquel Mandacan (Grade 10 – 16 y/o), Rev. Fr. Oliver Castor, CSsR (St. Clement鈥檚 Mission Seminary, representing the Rural Missionaries of the Philippines); Ms. Geming Alonzo (Executive Director / Teacher – Center for Lumad Advocacy Networking and Services); and Rius Valle (Mindanao Spokesperson of the Save Our Schools Network).

Another chance for 鈥減akikipag-kapwa鈥
The weeklong activity has so far seen enrichment sessions provided by different academic units. Students and faculty members likewise go on their own to the Central Seminary Gymnasium to mingle with the Lumad, who take the chance to share their story.

In relation to this, Fr. Rector encouraged the Lumad to 鈥渃ontinue sharing the narrative. Here in Manila, we do not necessarily get to hear or read about it so much unless you really research about it. So it is a learning experience for us to know what is really happening.鈥

The vital role of education
During the courtesy call, education came out as a crucial long-term solution to the crisis faced by the Lumad, who, as an indigenous tribe, are exposed to threats to their ancestral lands by from external forces.

Director said that 鈥渨ith education and the knowledge of the law and their rights, the Lumad can better protect their heritage and their rights.鈥

Due to the crisis, educational delivery was severely affected, following the destruction of several schools for the Lumad. As a result, some of the Lumad youth have been brought to evacuation areas in different parts of the country, where they can continue receiving education despite being itinerant. The current Bakwit School initiative is a way for the children to continue learning despite moving from one location to another.

UST鈥檚 support
According to Fr. Dagohoy, he acceded to the request of the Save Our Schools Network to accommodate the Lumad in 2017 and again this year, 鈥渇irst and foremost for us [Thomasians] to develop that sense of shared humanity. 鈥淎ng pakikipag-kapwa (shared humanity) naman hindi mo mararamdaman kung hindi mo nahaharap at nakikita 鈥榶ung sitwasyon. Kumbaga eh, pipilitin mong pumasok sa sitwasyon ng tao. In English, we say emphatizing, but in Tagalog, pakikipag-kapwa has a deeper meaning. Kasi kapag nakipag-kapwa ka, ang kasunod nun ay pag-kilos.鈥

Fr. Dagohoy believes that with the positive response of students and faculty members, with an estimated 500 Thomasian volunteers expressing support for the Lumad beyond their weeklong stay in UST, and the more-than-1000 visitors who have so far flocked to the Central Seminary Gymnasium, the sense of shared humanity is being seen.

鈥淏eyond political [issues], we are here to respond as an educational institution. Our capacity to influence may be limited, but not in terms of helping the minds of these young Lumad. Freeing their minds from ignorance is our mission,鈥 Fr. Dagohoy stressed. 鈥淢araming paraan ng pagtulong at pakikipag-isa. Kailangan lang talaga nating marinig ang kwento ng mga taong ito, to listen to their struggles, and in our own capacity, we can sufficiently address their concerns. So nakikita ko, education will be our response.鈥

Following the messages of thanks from the Lumad youth, Fr. Dagohoy renewed the University鈥檚 commitment to help the Lumad. 鈥淢akaka-asa naman kayo sa bukas na pintuan ng Unibersidad. Sana鈥檡 鈥榳ag kayong pang-hinaan ng loob. Mahirap talaga ang kalagayan ninyo. Magandang nakita ng aming mga mag-aaral ang lawak at lalim ng inyong hinaharap na pagsubok upang mamulat sila sa suliranin ng kapwa nila bata, and I think it鈥檚 a very important lesson on the part of our students. Sana mabuksan pa ang kanilang isip sa pagtulong at pag-suporta, and the University will always be willing to support your cause for education.鈥

A school for the Lumads in Zamboanga del Sur
The 探花精选, through the National Service Training Program, recently donated a school for the Lumad in Zamboanga del Sur. The school now caters to 52 students, helping restore the access to education that was affected because of the crisis.

As highlighted during the courtesy call, the partnership between UST and the Zamboanga del Sur counterparts helped bring legitimacy to the cause and the project. 鈥淲hen they see the name of an educational institution that鈥檚 established, there is a certain sense of legitimacy to the project. Alam nilang honest-to-goodness na trabaho ito para sa mga beneficiaries,鈥 Fr. Dagohoy said.

Looking forward
On the sidelines of the courtesy call, Fr. Dagohoy said that with UST鈥檚 soon-to-open General Santos campus, there is a great possibility for the Thomasian family to ensure the sustainability of assistance provided to the indigenous peoples. Citing the ordination / mandate given by the Dominican Province of the Philippines to the University, Fr. Dagohoy said that 鈥渢he General Santos Campus will house projects and centers that will address the issues in Mindanao.鈥

A total of 121 faculty members were recognized in the areas of Arts and Humanities, Education and Social Sciences, Health and Allied Sciences, Science and Technology, and Sacred Sciences by the Office of the Vice-Rector for Research and Innovation during the Recognition Program held on March 16, 2018 at the Paredes Building, UST. They were granted the Gold Series Award and the Silver Series Award for AY 2014 to 2016 and the International Publications Award for AY 2014-2017. UST Secretary-General Rev. Fr. Jes煤s M. Miranda, Jr., O.P., and Vice-Rector for Research and Innovation , assisted by the directors of the respective research centers gave the awards.

The Gold and Silver Series awards are granted to faculty members in recognition of their research productivity and leadership in their respective fields of specialization within the period covered by the award. These awards are based on research publications (author by-line should indicate the 探花精选 as address in the publication), ongoing research involvement, and tenure in the University.

The Gold Series

The awards, given every two years come in two categories: Research Category and Creative Works Category. The Gold Series Award Research Category is granted to tenured full-time faculty member with Ph.D. or M.D., with teaching load, and exclusively teaching in UST except for faculty affiliates of the UST Graduate School, authored at least five research papers published in refereed journals/ scholarly books in the last five years, with at least two of these published, one of which is an international (Web of Science/ Scopus) publication, or has one patent or utility model granted, within the period covered by the award, or, authored at least two scholarly books in the last five years, with one of these published within the period covered by the award, with ongoing research under the Research Center or Research Unit of the University, and, with at least one research disciple.

Under the Creative Works Category, the awardee should be a tenured full-time faculty member with Ph.D., with teaching load, and exclusively teaching in UST except for faculty affiliates of the UST Graduate School, authored at least three creative or critical works in the last five years, with at least one of these published within the period covered by the award, and, with ongoing studies (creative projects) under the Research Center or Research Unit of the University.

The Silver Series

Under the Research Category of the Silver Series, the award is given to tenured full-time faculty member with M.Sc. or M.A., with teaching load, and exclusively teaching in UST, must have authored at least three research papers published in refereed journals/scholarly books in the last five years, with at least one of these published, or has one patent or utility model granted, within the period covered by the award or, authored at least one scholarly book in the last five years published within the period covered by the award and, with ongoing research under the Research Center or Research Unit of the University. Under the Creative Works Category, the faculty member must be tenured full-time faculty member with M.Sc. or M.A., with teaching load, and exclusively teaching in UST, must have authored at least two creative or critical works in the last five years, with at least one of these was published within the period covered by the award, and, with ongoing studies (creative projects) under the Research Center or Research Unit of the University. A Research disciple refers to junior faculty members, graduate students, medical interns, and medical residents.

International Publications Award (2014鈥2017)

The International Publications Award is presented to all full time faculty members teaching only in UST for the publication of their research outputs in journal/s and books indexed in the Web of Science/ Scopus with IF Quartile Metrics Ranking.
