The 探花精选, led by Acting Rector Very Rev. fr. Isaias Antonio D. Tiongco, O.P., JCD, inked a new five-year Collective Bargaining Agreement with the members of the support staff, represented by the Samahang Manggagawa ng UST, or the employees鈥 union.

The agreement, covering the years 2021-2026, provides wage increases across the board for the first three years, along with allowances and material benefits. Incentives for passing licensure exams will also continue to be given along with other bonuses.

The agreement was reached following negotiations between the University Management Panel and the Union Panel. The Management Panel was composed of Human Resource Department Director Maureen H. Gelle-Jimenez, PhD, Graduate School of Law Dean Jacqueline O. Lopez-Kaw, DCL, Office for Student Affairs Officer-in-Charge Jaezamie V. Ong, Assistant Vice-Rector for Finance fr. Rodel S. Cansancio, O.P., Legal Aid Clinic Counsel Elgin Michael C. Perez, and Internal Auditor Christine C. Nicolas. Meanwhile, the Union Panel was composed of President Dan Paul A. Patricio, Marilou M. Maristela, Edel Mae G. Cuartero, and Johannes F. Cortez.

On June 11, 2024, the Graduate School of Law (GSL) signed a memorandum of agreement with Father Saturnino Urios University (FSUU) – College of Law to pave the way for the FSUU law alumni and academic staff to pursue their Master of Laws in UST.

FSUU College of Law Dean Atty. Rodney C. Ato, who is an alumnus of UST Civil Law, expressed his gratitude to GSL and underscored that the formalized partnership with UST will give the people in Butuan City and also in the CARAGA region a chance to adjust and discover more in the legal profession.

“As members of the legal profession, we embrace a life-long learning to stay curious and engage with the evolving landscape of law and society,” Atty. Ato said.

GSL Dean Jacqueline O. Lopez-Kaw, DCL, said in her message that this partnership between FSUU marks the culmination of their collaborative efforts in advancing legal education and fostering academic cooperation within institutions.

“This joint effort will make our prospective students more competent in the practice of legal profession, including teaching in the academe. This partnership reaffirms the Graduate School of Law’s commitment to cultivate the next generations of legal scholars, advocates, and leaders.” Atty. Kaw said.

In the MoA signing ceremonies, Dean Kaw, Regent fr. Dexter A. Austria, O.P., SThD, and Faculty Secretary Romeo Teope, Jr., MBA, represented the University.

Meanwhile, the FSUU counterparts who joined and witnessed the ceremonial signing were President Rev. fr. John Christian U. Young, Vice-President for Academic Affairs and Research Rev. fr. The Graduate School of Law (GSL) will welcome law academic staff of Bulacan State University (BulSU), following the signing of a memorandum of agreement for BulSU to send at least fifteen (15) faculty members to pursue their Master of Laws or Doctor of Civil Law degrees in UST, which offers the program online except for high-stakes assessments. The signing took place on May 10, 2024, with UST represented by GSL Dean Jacqueline O. Lopez-Kaw, DCL, Regent fr. Dexter A. Austria, O.P., SThD, Secretary Romeo Teope, Jr., MBA, and the staff.

In a post by the College of Law of BulSU, the event 鈥渕arked the continuation of our fruitful academic partnership鈥 that 鈥渟ymbolizes our mutual desire and  dedication to shaping future legal leaders through collaborative education.鈥

Among the aims of the collaboration is 鈥渕aking [lawyers] more competent in the practice of the legal profession, which includes teaching in the academe.鈥

UST Graduate School of Law Dean Jacqueline O. Lopez-Kaw, DCL, Faculty Council Member Atty. Rey Alejandrino, DCL, and academic staff Atty. Allan Gepty, DCL met with the Ambassador of Hungary to the Philippines, the Hon. Titanilla T贸th, on May 7, 2024 (Tuesday) to discuss potential collaborations with local universities.

According to Dean Lopez-Kaw, the discussions with Hungarian diplomats centered on student exchanges, faculty residency, and co-advisorship of GS Law theses and dissertations. In a Facebook post by the Hungarian Embassy, they expressed optimism in 鈥渂ringing together higher education institutions to maximize student and faculty potential, most especially with our Stipendium Hungaricum scholarship program.鈥

The Graduate School of Law offers the degrees Master of Laws and Doctor of Civil Law programs online. Students from both the Philippines and abroad are welcome to apply.

The 探花精选, through the UST Research and Endowment Foundation Inc. (UST-REFI), formalized its partnership with the DivinaLaw Foundation Inc. to pave the way for scholarship grants for academic staff of the Faculty of Civil Law. This was formalized in a Memorandum of Agreement signed on April 8, 2024 at the Rector鈥檚 Hall.

The agreement was signed by Rector Very Rev. Fr. Richard G. Ang, O.P., PhD, DivinaLaw Foundation, Inc.’s Founder Atty. Nilo T. Divina, JD. Serving as witnesses were UST Graduate School of Law Dean Jacqueline O. Lopez-Kaw, DCL and DivinaLaw Foundation, Inc. Corporate Secretary Atty. Lean Jeff M. Magsombol.

With the support of the DivinaLaw Foundation, this partnership aims to provide scholarship opportunities to faculty members and those wanting to explore the Master of Laws and Doctor of Civil Law programs offered by the UST Graduate School of Law. Likewise, this scholarship program will cultivate the next generation of Thomasian legal scholars, advocates, and leaders.

For the Rector, the scholarship program is pivotal to the University鈥檚 commitment to fostering academic excellence, advancing faculty development, and creating an environment where knowledge is actively utilized to address real-world challenges. 鈥淭he University鈥檚 mission as an institution of higher learning is geared toward generation, advancement, integration, dissemination, and the application of knowledge,鈥 fr. Ang said.

Dean Divina, who has been leading the Faculty of Civil Law since 2009, said, 鈥淭o attract the best, you have to offer the best.鈥 Thus, this partnership is their contribution to the University鈥檚 cause. 鈥淭his scholarship program represents our unwavering belief in the transformative power of education. It is our way of saying we are committed to adjusting standards and raising the bar,鈥 Divina said.

According to Dean Kaw, the scholarship grants are more than just faculty development programs. 鈥淭hey are investments not only to the individual aspirations of the deserving candidates but also to the advancement of the legal profession,鈥 Dean Kaw said.

Two education advisors from the Embassy of Spain paid the Faculty of Arts and Letters a courtesy visit on February 10, 2023. Mr. David Ferr谩n, Education Advisor from the Embassy of Spain in Australia, and Ms. Beatriz Jimeno, Education Advisor from the Embassy of Spain in the Philippines, were warmly received by the Acting Dean of the Faculty of Arts and Letters, Atty. Jacqueline Lopez-Kaw and Rev. Fr. George Phe Mang, O.P., AB Regent.


Also present in the meeting were Assistant Dean Dr. Melanie Turingan, Faculty Secretary Asst. Prof. Ma. Zenia Rodriguez, Coordinator for International Relations and Programs Asst. Prof. Michelle Desierto, and academic staff from the Department of Modern Languages Mr. Royce Randall Lim, Mr. Brian Erick Benbinuto, and Ms. Ruth Torres.


The following likewise attended the meeting via Zoom: Department of Modern Languages Chair Asst Prof. Abigail Pagalilauan, with academic staff Fr. Nestor Abog, Ms. Jana Isabela Hayao, and Mr. Dennis Maturan.


Ferr谩n acknowledged the necessity for Spanish courses in the College of Education and in the College of Tourism and Hospitality Management, with the possibility of an internship in Spain. He also considered offering Spanish classes to high school students at UST.


Pagalilauan also discussed the Language Assistantship Program in Spain, which many Thomasian students and graduates have joined. She said that the participants are hoping to renew their contracts with their respective language centers in Spain. Ferr谩n believes that participants in the Language Assistantship Program should have a basic knowledge of Spanish (at least A1 level).


The DELE (Diploma de Espa帽ol como Lengua Extranjera or Diploma of Spanish as a Foreign Language) requirement for prospective language assistants will be implemented starting 2024-2025. For them to participate in the Language Assistantship Program, the participants need to have at least a DELE A1 diploma. DELE is a Spanish proficiency exam with six different levels ranging from A1 to C2 based on the Common European Framework of Reference for Languages (CEFR), which are learning, teaching, and assessment.


Discussion on collaboration included giving opportunities for Spanish teachers in UST to participate in the language assistantship program and the free webinars organized by the Ministerio de Educaci贸n de Espa帽a (Spanish Ministry of Education), promotion of the immersion program in the College of Education and in AB for History majors as part of coming up with creative ways to promote Spanish to Thomasian students. There was also a discussion about a possible partnership with Universidad de Alcal谩.
The meeting concluded with the formal signing of the Memorandum of Understanding (MOU) between the 探花精选 and the Ministry of Education and Vocational Training of the Government of Spain, as represented by Mr. David Ferr谩n.


The objectives of the said MOU were to contribute to the promotion and development of the teaching of the Spanish language and culture in the Philippine education system, and the English language and culture in Spain; promote the relations between the citizens of the Philippines and those of Spain, enhancing the understanding and the appreciation of the shared culture by both communities; provide students and alumni with a multicultural and international experience which will prepare them for their future success personally, academically, and professionally; and to facilitate opportunities of professional development and academic exchange of the students, teachers, and professionals of education and the development of joint activities.

Exploring joint ventures with Thammasat University


Along similar lines, administrators and professors from the Faculty of Liberal Arts in Thammasat University visited the Faculty of Arts and Letters of the 探花精选 to explore possible academic collaborations in the fields of modern languages, history, and Asian studies. This marks the beginning of a productive partnership that will improve the academic ties between the two institutions.
The visit was made possible as a result of the nomination of the Faculty of Liberal Arts in Thammasat University to receive a donation from Senator Loren Legarda in order to execute the Philippine Studies Program in Thailand. This allows them to initiate activities including academic exchanges, lecture series, research grants, enhancement of the Filipiniana collection, and other projects relating to the history, cultures, and society of the Philippines.


During the meeting, the participants discussed the most important aspects of their academic partnership, which include student exchange between the two institutions, research collaboration, organizing a short summer course (including Filipino language, Spanish language, and other aspects of culture), academic talks, and visiting scholars.

The 探花精选, through the Human Resource Department (HRD), paid tribute to its employees through the “Hiyas sa Gitna ng Pandemya” or the 13th and 14th Hiyas ng UST Awards covering the years 2020 and 2021.

鈥淭he pandemic will not hinder the University from giving due recognition and honor to all members of the support staff who have given the best of their selfless years of service to UST,鈥 said UST Human Resource Department Director Atty. Jacqueline O. Lopez-Kaw, DCL. The video presentation was livestreamed through the UST-HRD Facebook page.
UST Vice Rector and Manpower Committee Head Rev. Fr. Isaias D. Tiongco, O.P., commended the dedication of the Thomasian workforce, saying that, 鈥淭he pandemic has modified the dynamics of work. Work from home arrangements have become the order of the day, but this did not deter [our support staff] from being mindful of their duties and responsibilities.鈥

For the 2019 St. Joseph the Worker Award, which is given to employees who have not been late and have not taken leaves, Maila R. Relos from the College of Nursing was recognized.

The St. Joseph the Worker Award for 2020 was presented to Carlo Jay B. Buenaventura and Joel D. Ovejera from the Faculty of Medicine and Surgery; Allan C. Calingasan from the Office of the Rector; Ernesto C. Gutierrez, Jr., and Franz Kevin P. Salvador from the Faculty of Pharmacy; Twinkle R. Rana from the UST Museum; John Benedict S. Rebello from the Office of Alumni Relations; and Rafael A. Travilla from the Miguel de Benavides Library
Service Awards were also presented to honor employees who have dedicated years of loyal service to the University.
For 2020, nine members of the support staff reached the 40 years of service milestone, namely, Adolfo G. Aguirre from the Laboratory Equipment and Supplies Office; Human Resource Department Assistant Director Rowena R. Castro; Office of the Vice-Rector for Finance Secretary Emelina A. Certeza; Lorna Gonzales from the College of Science; Rolando D. Pagkalinawan and Johnny C. San Juan from the Facilities Management Office; Consuelo M. Pardi帽ez from the Faculty of Pharmacy; Jimmy D. Payot from the Office of the Vice-Rector for Academic Affairs; and Filipina Tagaban from the Office of the Registrar.

For 2021, Service Awards for 40 years of service were presented to Gregorio S. Estioko from the College of Science; Roberto B. Evangelista from the Office of Student Affairs; Henry C. Gimenez from the Laboratory Equipment and Supplies Office; Priscila P. Mercado from the Budget Office; Wilma C. Orate from the Accounting Division; Ma. Carmelia F. Santos from the Research Center for Social Sciences and Education; Nenita B. Tan from the Faculty of Medicine and Surgery; and Fe B. Tiangco from the Research Center for Culture, Arts, and Humanities.


Evangeline D. Panizal from the Miguel de Benavides Library received the 2021 Service Award for 45 years.


Two employees received the Special Award 2021. It is given to those with professional development achievements. The recipients were: Office Assistant for Media, Events, and Special Visits Michaella O. Lagniton , who was recognized for obtaining her Master of Arts in Communication degree from the UST Graduate School. For having published her research, the Office Assistant for Community Development Ms. Abegail Martha S. Abelardo, from the UST SIMBAHAYAN Community Development Office was likewise awarded.


Noting the viability of the transition to work-from-home arrangements due to the pandemic, UST Rector Very Rev. Fr. Richard G. Ang, O.P., PhD., said in his closing remarks that, 鈥淭he HIYAS ng UST Awards is genuine proof that our support staff can cope with the current mode and also excel in their work, as well as engage effectively with the University鈥檚 internal and external stakeholders via online platforms.鈥


鈥淲hether there is a pandemic or not, members of our support staff are always there to provide invaluable assistance in order to ensure that work is made easier and done more effectively,鈥 the Father Rector emphasized.

In recognition of the service of the support staff of the 探花精选, the 12th Hiyas ng UST (Gem of UST) Awards was held on May 3, 2019, at the UST Medicine Auditorium. With the theme 鈥Mga Kawaning Tomasino: Kaagapay sa Paghubog ng Kabataan sa Katotohanan at Pag-ibig,鈥 (Thomasian Workers: Aiding in Molding the Youth in Truth and Love) this year鈥檚 recognition program was in consonance with the 2019 Year of the Youth declared by the Philippine Catholic Church as part of its nine-year preparation for the quincentennial anniversary of the arrival of Christianity in 2021.

Prior to the presentation of awards, the UST Rector, Very Rev. Fr. Herminio V. Dagohoy, O.P., served as the main presider in the Eucharistic Celebration concelebrated with the Dominican Fathers.

The Mission

In the Father Rector鈥檚 homily, he commended the support staff for their hard work, saying that,鈥Kasama kayo sa pagtataguyod ng mga kabataan patungo sa kabanalan, at iyon naman talaga ang adhikain at gawain ng mga kawani sa Unibersidad. Hindi lamang ang academic units ang dahilan kung bakit ang produkto ng Unibersidad ay mahuhusay at magagaling, sapagkat mayroon din tayong mahusay at magagaling na mga kawani.鈥 (You are part of the formation of youth towards holiness, and that is exactly the mission and responsibility of the University鈥檚 support staff. It is not only the academic units that are the reasons why the students produced by the University are excellent and exceptional, it is also because we have similarly superb staff.)

Citing Mary Catherine Hilkert鈥檚 book, 鈥淣aming Grace,鈥 the Father Rector reminded the staff that there are only three ways by which they could serve as the hand of God: 鈥榣ife is worth living,鈥 鈥榩eople are worth loving,鈥 and 鈥楥hrist is worth following.鈥

Fr. Dagohoy concluded his homily with his hope that the Thomasian workers would not only keep these in mind, but also guide students with these principles. He also thanked them and congratulated those who were to receive awards.

Responsibilities

Formally opening the Awards was the welcome remarks of UST Vice Rector and Manpower Committee Chair Rev. Fr. Richard G. Ang, O.P. Addressing those who will receive the awards, he said, 鈥Ang karangalan na ito ay may kaakibat na responsibilidad: simula sa araw na ito, kayo ay magsisilbing huwaran para sa inyong kapwa empleyado. Lagi po sana ninyong tatandaan, ang mabuting gawa ay kapuri-puri na kinalulugdan ng ating Panginoon.鈥 (The honors you will receive hold an equal weight of responsibilities: from this day forward, you shall serve as examples for your fellow employees. I hope that you will always remember that God looks favorably on good deeds.)

Quoting Martin Luther King, Jr., Fr. Ang emphasized that, 鈥淣o work is insignificant. All labor that uplifts humanity has dignity and importance and should be undertaken with painstaking excellence.鈥

Recognition

Four employees were named Most Outstanding Employees for AY 2018-2019 under the following categories: Skilled, Technical, Professional Administrative and Professional Academic. Awarded under the Skilled Category was St. Joseph the Worker Awardee and 2009 MOE Mr. Rafael Travilla from the Miguel de Benavides Library; for Technical Category, awarded was Mr. Ronaldo Pera from the College of Nursing. For the Professional Category, which was recently subdivided into Professional Administrative and Professional Academic, Ms. Maria Victoria Contreras from the Counseling and Career Center and Ms. Consuelo Pardi帽ez from the Faculty of Pharmacy were recognized. UST Rector Very Rev. Fr. Herminio V. Dagohoy, O.P., and UST Vice Rector Rev. Fr. Richard G. Ang, O.P., presented the MOE Award trophy and tokens. For this year, 123 members of the support staff were nominated to the Most Outstanding Employee award.

For this year, five employees were recipients of the St. Joseph the Worker Award. The award, presented by Support Staff Chaplain Rev. Fr. Reynaldo J. Adalid, Jr., O.P., and Samahang Manggagawa President Mr. Restituto D. Llamas, is given to employees who have not been late for work and have not availed of any sick leave, emergency leave, vacation leave, or birthday leave from December 2017 until November 2018. Recipients were: Ms. Abigail Martha Abelardo from the SIMBAHAYAN Community Development Office, who also received the Service Award for 10 years; Mr. Romie Robert Cultura from the Faculty of Pharmacy, who also won the same Award in 2017; Mr. Joel Ovejera from the Faculty of Medicine and Surgery, who received the same award for the fourth consecutive year; Mr. Alvin Taypa from the UST-AMV College of Accountancy; and Mr. Rafael Travilla from the Miguel de Benavides Library, who also won the same award in 2011 and 2014.

The service awardees comprised of 12 support staff members who were recognized for 10 years of service, 21 for 20 years of service, 12 for 25 years of service, nine for 30 years of service, and 17 for 35 years of service to the University. Mrs. Marilou J. Simbul from the Faculty of Medicine and Surgery was the lone recipient of the Gawad Paglilingkod (Service Award) for 40 years of service. A total of 72 comprised this year鈥檚 Service  Awardees.

Ms. Aiko Gracielle G. Austral of the Center for Religious Studies and Ethics received the Natatanging Gawad (Special Achievement Award) for passing the September 2018 Librarian Licensure Examinations.

One hundred and twenty seven members of the support staff received the Punctuality Award for consistently being at work on time within the period of December 2017 to November 2018.

USSAP App

Human Resource Department Director and Hiyas ng UST Awards Selection Committee Chair Atty. Jacqueline O. Lopez-Kaw, Ll.M., presented the new mobile application of the UST Support Staff Access Portal (USSAP) to the audience. A joint venture by HRD and the Santo Tomas e-Service Providers (STePs), the USSAP App is currently available for download on the iOS App Store and the Google Play Store. Presently at its initial stage of use, employees can access their personal profile, attendance records, payslip, downloadable forms, and copies of policies, procedures, and other memoranda circulated by the HRD. In a forthcoming update, the interactive features of the app that will allow for filing of leave and change of schedule will be released.

The 探花精选 (UST) has successfully passed its 3rd Cycle, 2nd ISO 9001:2015 Repeat/Recertification Audits conducted by T脺V S脺D PSB Philippines, Inc. last April 25-27, 2018. It was officially announced by the lead auditor, Engr. Roy Ramos, together with his co-auditor Mr. Xavier Lance Dy that UST has satisfied the requirements of the ISO 9001:2015 standard without incurring any Non-Conformities (N), given a total of 20 audit findings with audit finding classifications such as 16 Minor Non-Conformities (MiN) and 4 Opportunities for Improvement (I) during the Closing Meeting in its last day of audit.

Ramos informed the concerned academic officials, administrators, and Quality Management Representatives (QMRs) about the intended corrective actions for MiN to be submitted completely with responsible person/department, due date/timeline of implementation as required by their standard template within 5 business days prior to the decision on Certificate issue/renewal/maintenance.

The challenge given by Ramos is to continue to strengthen the monitoring of the quality objectives (Sub-clause 6.2) and the externally provided processes, products and services (Sub-clause 8.4) to be part of the Management Review (Sub-clause 9.3).

This only shows how strong the leadership and commitment (Sub-clause 5.1) of the University鈥檚 top level management when it comes to the effectiveness of the University鈥檚 QMS and in driving continual improvement and innovation and developing leadership in their managers.

The following academic units (14) and supports units (19) were audited College of Education, Education High School, Junior High School, Senior High School, College of Commerce and Business Administration, College of Fine Arts and Design, College of Tourism and Hospitality Management, Faculty of Engineering, College of Nursing, College of Science, Faculty of Arts and Letters, College of Accountancy, College of Rehabilitation Sciences, Graduate School, Library, Human Resource Department, Facilities and Management Office (FMO), Health Services, Guidance and Counselling, Office of Community Development, Office of Academic Affairs, Office of Student Affairs, Office of the Registrar, Admission, Office for Alumni Relations, Research Cluster for Cultural, Educational and Social Issues (RCCESI), Research Cluster for Natural and Applied Sciences (RCNAS), Office of Faculty  Evaluation and Development, Santo Tomas e-Service Providers (STePS), Office of Public Affairs, Purchasing, Educational Technology, and Quality Management Office (QMO). All other academic units and supports units were on standby mode for any possible trailing.

The Quality Management Office, the office which assumes a leadership role in professionalizing the quality management operations of the University, presented evidence on the follow-up/actions taken on previous audit findings, Management Review, Quality Policy, Quality Objectives, Scope and Processes of QMS, Roles, Responsibilities and Authorities, Customer Focus, Communication, Actions to Risks and Opportunities, Planning and Control of Changes, Organizational Knowledge, Monitoring, measurement, analysis and evaluation, Control of Documented Information/Records Management, and Internal Audit, Nonconformity and Corrective Action for which the audit took eight hours within the two days.

The UST Quality Management System (QMS) has been ISO 9001 Certified since 2012. Presently, the certification is under the transition from ISO 9001:2008 standard to ISO 9001:2015 standard. The scope of audit covers design, development and provision of secondary and higher education. UST鈥檚 commitment to quality is evidenced in our achievement of the ISO 9001:2015 certification.
